  1. Purpose of the Job
    To support the Operational Readiness and mobilisation Manager in delivering the volunteer recruitment and management as well as volunteer exercise planning activities in order to enable these large-scale Trial Operations exercises to take place successfully.
    2. Principal Accountabilities
  • Ensure a satisfactory number of volunteers are recruited for each of the Live Volunteer Exercises during Trial Operations including management of the communication with the volunteers before, during and after the exercises.
  • Work with Client's stakeholder communications and internal communications teams to balance the recruitment of volunteers from within the Company and key local stakeholder groups.
  • Develop the method of tracking recruitment of volunteers, including collation of key information such as medical and demographic information and ensure this information is managed in accordance with all relevant data protection policies.
  • Support the wider aim of bringing the Central Operating Section into successful passenger operation through arranging successful volunteer exercise activities.
  • Work with the Operational Readiness team, Client and London Underground to identify volunteer requirements for Live Volunteer exercises.
  • Manage the recruitment and plan for and deliver the management of volunteers at the exercises accounting for safety and welfare arrangements.
  • Be the face of "one stop shop" for all volunteer recruitment, planning and management activities relating to Trial Operations to support bringing the Central Operating Section into operation.
  • Support the Operational Readiness and Mobilisation Manager to develop plans and workshops for the Company community.
  • Work closely with the Client Travel Ambassador team to manage recruitment of volunteer marshals.
  • Ensure plans are in place to manage the volunteers during each of the Live Volunteer Exercises, including their registration, welfare and briefing arrangements.
  • Work with the Client and the Operational Readiness team to make sure the recruitment and management of volunteers is achieved in a way that demonstrates value for money.
  • Work closely with the Client Events team for logistical support and with the wider Operational Readiness team for coordination of exercises.
  • Design and deliver desktop and simulated desktop exercises as a precursor to undertaking live volunteer exercises to test volunteer plans and make changes as required.
  • Work with the Exercise Planning Managers within the Operational Readiness team, along with London Underground stakeholders, to ensure the volunteer planning and logistics support the wider objectives of the exercises.

  • Maintaining strong liaison with clients and project delivery partners.
  • Managing the large-scale recruitment of volunteers both internal to Client and local stakeholders in a way that balances the requirements of Trial Operations and value for money.
  • To support the Operational Readiness Manager and the Clients community to deliver the operational railway, and Trial Operations.

  1. Person Specification
  • Experience of managing large scale public events in a railway environment.
  • Experience at a junior / middle management level in railway operations.
  • Understanding of the Client project and familiar with future Elizabeth line stations.
  • Team player with good leadership and motivational skills.
  • Good interpersonal and communications skills.
  • Experience of major infrastructure construction projects on railway infrastructure is desirable.
  • A degree or equivalent is desirable.
