Infrastructure - Indirects Estimator

The primary responsibility of an Indirects Estimator is the oversight and preparation of detailed cost estimates, analysis and control activities for project and/or proposal efforts relating specifically to indirect costs on Infrastructure projects. Indirect estimates include construction distributables, construction equipment, field commissioning, Engineering and Other Home Office services and Field non-manual services cost. Duties include converting estimates into project budgets, analysing cost and price data, collection of Historical Cost report data, maintaining a database of historical data, and beyond.

Key Responsibilities:

Assists in the preparation of cost estimates for indirects activities and incorporates data into the estimating tools utilising the appropriate code of accounts structure.

When necessary, processes cost estimates using crew-based approach including formation or crews for multiple crafts.

Participates with construction organisation for establishing reporting requirements to include quantities, units of measure (UoM), growth allowances. Review data input for consistence and completeness of the data.

Prepares portions of estimates by estimating detail pricing for manual labour rates (capital cost estimates) and/or field office non-manual labour and other direct costs (ODC) in addition to home office labour and ODCs.

Develops cost models for travel, relocation, automation and ODC computations.

Generates field indirect and distributable costs using detailed guidelines and/or standard templates.

Provides input to estimate basis documentation capturing assumptions, rationale, scope inclusions and exclusions for specific contributions.

Participates in scope and quantity reviews and provides recommendations

Assists & participates in the assessment and analysis of quantities and installation hours relative to other projects

Assists in the input and maintenance of estimating metrics and applicable data bases

Provides necessary inputs required for the establishment of common and contractor distributable costs.

Develop estimates for facilities, amenities, capital, overhead etc.

Assure estimates are completed as per approved procedures.

Perform analysis on received commercial data.

Convert estimates into project budgets with execution team clearly communicating assumptions and rationale.

Analyse cost and price data from suppliers and subcontractors and internal cost and performance information with the ability to generate comparative data, historical costs and other metrics, as part of the cost and price analysis.

Basic Qualifications:

Bachelor's degree in Engineering, Construction or Business Management, or other relevant discipline from an accredited university and/or a minimum of six years relevant work experience.

Strong planning, analytical and computer skills.

Intermediate understanding of Estimating core processes and procedures.

Knowledge and experience in Engineering, Procurement and Construction Management (EPCM) estimating practices and methods, including demonstrated ability to organise, direct, perform, review and present cost estimating products with a minimum of supervision.

Technical and practical comprehension of Engineering, Procurement and Construction (EPC) methods and techniques.

Skilled in oral and written communication with demonstrated ability to present Estimating information to peers and senior management.

In-depth knowledge of applicable work processes and systems is desired.

Previous experience in a discipline estimating role is desired

Sound knowledge and experience in EPC and EPCM estimating practices and methods, including demonstrated ability to organise, direct, perform, review and present cost estimating products with a minimum of supervision.
