Job Overview


The Regional Reporting Engineer is the single point of contact within the regional project controls functional team for: development and implementation of reporting and insight systems and processes; maintaining high quality and insightful reporting and analytics across the organisation; ensuring on-time delivery of reports; and providing insight into root cause deviation from plan. The Regional Engineer the Senior Project Manager


Job duties and expected level of competence:

Change Management

To an intermediate level:

o Executes robust change control away from baseline or forecast including the maintenance of robust change logs

o Identifies trends and is the catalyst for others to identify trends and potential changes

o Identifies and justifies root cause, real-world, reasons for change

To a basic level:

o Develops baselines and forecasts (including setting the underlying assumptions and risks)

o Establishes procedure for the development of baselines and forecasts

o Establishes overarching policy for change control

o Chairs change control governance forums to ensure appropriate authorisations are obtained for change

o Updates systems based on the change workflow

o Develops the change workflow

Risk Management

To an intermediate level:

o Maintains a reliable and contemporaneous risk register

To a basic level

o Identifies, and facilitates the identification of, project risks and issues

o Identifies, and facilitates the identification of opportunities

o Prepares reports on key risks and opportunities in both detailed and summary format, including the status of mitigation/maximisation actions

o Facilitates and instigates the transition from risk/opportunity to issue and to change

o Performs quantitative assessment of risks to determine likely scenarios and the quantification of overall exposure

o Develops the overall risk framework, tailored to the specific needs of the organisation

Data Analytics, Insight and Reporting

To an advanced level:

o Maintains, analyses and reports on complex data sets

o Quickly sorts, groups, filters, and summarises large data sets into useful analysis

o Prepares recommendations based on the analysis of large data sets

o Develops and implements useful data categorisations to facilitate broader understanding of the data

o Prepares detailed and summary level analytics and recommendation documents in multiple formats (e.g., written word, tabular and graphical representation, and PowerPoint presentations)

o Delivers the presentation of analytics including recommendations at all levels of the organisation

o Establishes the overall analytics and reporting framework, including data precedence, data hierarchies, breakdown structures and standard reports

o Uses features of recognised professional data management, analytics and reporting software

Work Planning, Scheduling and Sequencing

To a basic level:

o Uses all the features of recognised professional planning and scheduling software

o Develops project work plans including facilitating meetings and workshops to understand and agree logic, translating outputs in to plans, developing durations based on productivity factors and constraints, and documenting the output.

o Baselines work plans. Updates and schedules progress

o Identifies critical paths, tests against real-world events; identifies, analyses, and reports potential mitigating solutions

o Develops and publishes alternate schedule representation reports to aid broad understanding of work progress, upcoming activities, and key time-related risks

o Establishes overall work planning, scheduling and sequencing policy, and delivers training

Process Definition and Improvement

To an advanced level:

o Documents processes and workflows

o Identifies inefficiencies and potential improvements, and makes recommendations on how to remove inefficiencies and implement improvements

o Utilises statistical and behavioural analysis techniques to identify process failures and drive solutions

o Trains personnel on correct processes

Supervision, Guidance and Direction

To an intermediate level:

o Sets expectations and tracks work to completion to meet the expectations

o Reviews work for alignment with task objectives, content, conclusions, and general presentation

General

Required:

o Educated to degree level in a technical or related field

o Greater than 2 years of related experience in project controls, with a skillset in insight and reporting relating to cost, schedule, change and risk, or equivalent compatible experience in other disciplines


Beneficial:

o Experience in the installation and/or operation of fibre optic networks
