Our client is seeking a HSEA & Quality Manager to join their team on a on a permanent basis .

You will be responsible for all aspects of Quality Management & Integration as well as the HS&E standards and implementation within the company.

The following areas of responsibility apply:

Manage the following process in the company - the quality, safety, environment, development & training.
Deliver effective and efficient assurance services for specific issues including audits for railway specific issues.
HSEA & Quality - Understands, contributes and takes charge of the Integrated Management System, Audit process, assists with the development and maintenance of ISO 9001, ISO 14001 and OHSAS 18001 for the Client and ISO 45001 at a later date.

Develops Clients Integrated Management System in view of successful PCL application.

As part of the quality process, manage and drive the performance process reviews and KPI's with process champions.

Ensure all systems, policies and regulations are kept up to date and in line with regulations. Developing and reviewing document procedures.

Manage the HSEA and Quality process.

Understand the company Health & Safety, Environmental & Quality Policies and procedures.
Assist in the investigation of accidents, incidents, dangerous occurrences, near misses and
other incidents.
Quality Assurance - Ensures that systems and procedures are in place to prevent mistakes/or
defects in Clients rail infrastructure business.

Safety Assurance - Ensure systems and processes are in place to prevent the occurrence of
accidents and incidents in the rail business.
Training & Development - Can train and deliver railway industry associated courses with a
minimum of COSS, PTS, OLEC 1, 2 and 3 to Clients employees.


Application of HSEA and quality assurance processes to the operation of Clients OTP on the
Network Rail Infrastructure.

Produce monthly and quarterly reports on assurance activities undertaken.
Communicate the assurance programme to senior management.
Undertake supplier audits in liaison with the Supply Chain Manager.
Support external assessments and client audits.
Coordinate the review of standards and legal requirements.
Coordinate the consultation on changes to legal and industry requirements and understand
changes to such requirements.
Report to the UK Managing Director and update on the performance of the company
processes.
To manage the sponsorship with network rail.
To assist managers and staff and give their expertise on all matters relating to the HSEA &
Quality.
To contribute to constantly improve the HSEA & Quality management system by creating new
tools.
To carry out risk assessments on work activities,
To contribute and write the HSEA & Quality documents during the tendering phase and after
contract award.
To ensure that all HSEA & Quality records are accurately and fully completed.
To monitor and ensure that all non-conformances are reported through the HSEA & Quality
System.

To verify that the documented HSEA & Quality Management System is understood,
implemented, maintained and to ensure its continuing effectiveness and suitability at all
levels in the organization in accordance with the regulations and Clients requirements, by
planning and performance of audits and reviews. This includes internal audit, subcontractors
and suppliers when required.
Day to day implement and monitor of the HSEA & Quality management system, including
accident and incident investigation, reporting and analysis.

Essential:
Holder or working towards NEBOSH General Certificate.
Experience in working within railway engineering/construction industry.

Good communicator with frontline staff and senior management.
A breadth of experience covering quality, safety and environmental issues.
PTS Holder with OLE and DC endorsements.
Hand on experience working with ISO 9001, 14001 and 18001 and ability to undertake
effective auditing.
Experience in the implementation of management systems.
Ability to develop and deliver effective assurance programmes.
Knowledge of CDM requirements as applied within the rail industry.
Desirable:
Working towards recognised environmental qualification.
An understanding of ISO requirements for Environmental and Quality qualification.
ALO Planning experience.
Lift planning experience.
