1. JOB PURPOSE
Reporting to the Head of Consultation and Engagement working with area teams to identify, and coordinate engagement with, technical stakeholders - including Government and non-government advisory bodies, recognised centres of technical expertise, and asset owners, and to identify and escalate risks that petitions from these interests would pose to the project.
2. ACCOUNTABILITIES
2.1 Identify technical stakeholders with a potential interest in the construction or operation, and develop a plan, as part of the overall engagement plan for Phase Two, for engagement with them.
2.2Maintaining a database of all such interests and their issues that could become petitions.
2.3 Constructively challenge area teams to address these issues through design development.
2.4 To act as single point of contact for other Directorates, the DfT and OGDs for engagement with technical stakeholders.
2.5 Lead a diverse functional team, setting objectives, reviewing performance and participating in selection/promotion decisions to ensure that staff have the necessary skills and understanding to deliver the team's objectives.
2.6 Ensuring strong and auditable records management is maintained across all engagement.
3. KNOWLEDGE, SKILLS, EXPERIENCE
3.1 Ability to establish and maintain strong working relationships with technical stakeholders on a major infrastructure project.
3.2 Proven track record of applying a strategic approach to stakeholder engagement, including planning and monitoring of implementation across a range of geographic locations.
3.3 Excellent communication and influencing skills at all levels of the organisation, and with external stakeholders.
3.4 Ability to adapt to, and lead a team through, a continually changing environment.
3.5 Excellent planning & organisational skills and an ability to work under pressure to meet deadlines.
3.6 Ability to manage a large, diverse, skilled and geographically dispersed team.
3.7 Ability and willingness to travel.

6. OTHER CONTEXTUAL
6.1 HS2 is the largest infrastructure project in Western Europe and therefore its activities are subject to a high degree of public scrutiny. This is a role with a high degree of external and public exposure.
