1. JOB PURPOSE
1.1 Lead and manage the development of a construction and logistics (C&L) strategy, including mass haul, across the project. Co-ordinate the input of the three development areas and six discreet areas to provide C&L leadership and advice to feed in to the production of and delivery of cost-effective C&L solution in accordance with project and statutory requirements, reviewing and assessing technical submissions from Professional Service Consultants (PSCs) determining compliance with standards and requirements. Support the production of C&L strategies working with the PSC's to underpin the assessment of construction impacts across the project.

2. ACCOUNTABILITIES
2.1 Lead the delivery of safe and affordable overarching C&L strategy that minimises the construction impacts of the project, meets requirements and ensures value for money at each stage of the development.
2.2 Manage and guide PSCs, drawing on expertise from within informing and supporting PSCs in delivering C&L work that complies with contractual and commercial requirements.
2.3 Identify, assess and manage C&L risks within the project.
2.4 Ensure technical submissions comply with the accepted format and design requirements.
2.5 Lead the provision of expert technical and engineering input, designs, documentation and responses required supporting the hybrid bill through parliament including additional provisions, freedom of information requests, and technical requests.
2.6 Attend public consultation and planning forums, working with local communities identifying priorities and meeting with petitioners and affected parties, understanding their concerns to develop the C&L strategy.
2.7 Liaise with external stakeholders fully capturing their input and balance that with the overall business and technical requirements.
2.8 Explore opportunities for developing local community benefits and solutions; and

3a. KNOWLEDGE, SKILLS, EXPERIENCE
3.1 Degree in civil or mechanical engineering.
3.2 Chartered engineer (or equivalent relevant experience).
3.3 Experience of working on the C&L aspects of major linear civil engineering infrastructure projects.
3.4 Knowledge of current C&L considerations and emerging thinking to devise state of the art C&L solutions across extensive infrastructure projects.
3.5 Ability to establish and maintain strong working relationships with a range of multidisciplinary stakeholders, demonstrating excellent influencing skill.
3.6 Ability to communicate, engage and influence a variety of external stakeholders at public forums.
3.7 Ability to communicate complex issues to stakeholders.
3.8 Strong written and spoken communication skills, strong interpersonal and influencing skills.
3.9 Strong team management, planning and organisational skills, delivering under pressure meeting tight deadlines whilst gathering input from other functions.
3.10 Extensive experience of devising C&L approaches ranging from feasibility to detail design, working on a large, complex infrastructure project.
