About Navy Command & the Submarine Directorate

Navy Command Headquarters (NCHQ) is the operational nerve centre of the Royal Navy, supporting global operations and providing the ships, submarines, people, aircraft, and equipment required to deliver the UK's defence priorities.

The Submarine Directorate oversees the capability and availability of all in-service submarines, including the Submarine Flotilla and Clyde Naval Base.

Programme Euston is a nationally important Major Programme delivering new floating and shore-based infrastructure to support current and future out-of-water engineering for submarine operations at HMNB Clyde. As one of the government's top 100 major programmes, it offers a rare opportunity to contribute to a highly complex and rewarding national endeavour.

The Role

  • Ensure fair and consistent performance management and champion inclusion.

  • Identify and support capability development needs across your teams.

  • Ensure compliance with mandatory training, security and H&S requirements.

  • Motivate and engage the Integrated Programme Management Team and stakeholders.

  • Support the Programme Manager in delivering departmental objectives.

  • Recruit and line manage staff as required.

Programme Management

  • Monitor programme progress, ensuring clarity of objectives and integration of activities.

  • Maintain credible and affordable integration across tranches.

  • Ensure delivery partners work to shared requirements, WBS and assumptions.

  • Develop milestones and KPIs and track progress.

  • Drive continuous improvement in programme delivery performance.

  • Support reporting on time, cost, quality, safety and other metrics.

  • Contribute to approvals, budget cycles and financial planning.

  • Provide regular reports to Programme Manager and leadership.

  • Deputise for the Programme Manager when required.

  • Ensure effective use of programme management tools, artefacts and techniques.

  • Support development and critique of Business Cases.

  • Provide assured reporting to senior programme leadership.

  • Identify and resolve risks, conflicts and issues in collaboration with Project Controls.

  • Ensure key decisions are captured, sentenced and escalated as required.
